During 1967 when a large number of resettlement kaifong associations were set up it was agreed that liaison with resettlement kaifong should be through Resettlement Department staff and S.C.A. staff should keep clear. This sharp division was necessary when the S.C.A. staff was so limited, but it has

had its drawbacks. With the increase in our

resources the Commissioner for Resettlement

and I believe that the time has come for the demarcation arrangements to be reviewed along the lines of the Resettlement Department staff concentrating on liaison in departmental matters and the C.D.0. staff being much more involved in more general matters. This is being pursued. Apart from the question of liaison with Kaifong Associations the C.D.0.s have been treating resettlement estates and areas as just another part of the city though, of course, having regard for the Resettlement Department's special responsibilities there.

PUBLICITY

Remember that it is not sufficient for those who benefit directly to be aware of what has been done for them. It is also of great importance that the people of Hong Kong generally cone to value the services of C.D.0.s, even though they may not need them themselves. This means you must ensure that publicity coverage is regular and

responsible."
