We were all most interested in the report on the City
District Officer Scheme which you enclosed with your letter
to me of 4th March. Thank you very much indeed for your
thoughtfulness in letting me have a copy.
it struck us all here from the start as a highly imaginative scheme; and it seems clear from the public's initial reactions to it that it is meeting a definite need. And there must undoubtedly be substantial benefits to be derived from the contacts and consultations at grass-root
level which are beginning to flow. The provision of the necessary hand-picked staff must have been quite a headache, and I can well see that it has made considerable inroads on
your resources. But 1 am sure the sacrifice will be worth- while and that the dividends will repay the careful and
obviously very skilled and intelligent work that Holmes, Bray and others have so clearly put in to get the scheme off to a
good start.
We shall be showin this report to Lord Shepherd who will, I kno, be greatly interested in it. If there are further periodic reports on how the scheme is developing, we should very much like to have them.
