In addition the identification of public (and personal) grievances at an early stage and before they reach major proportions must be beneficial to the Governmerit's image: there has been frequent criticism that the Government has not acted to deal with quite legitimate grievances until these have grown into highly charged and difficult issues.

3. I have prepared a revised draft of a reply to the Governor's letter. On return of these papers a note will be prepared for submission to Lord Shepherd on his return.
