Mr. Carter
Lord Shepherd has read the report on the City District Officer Scheme with great interest. He considers that all concerned with the Scheme should be congratulated. If possible, ne would like to see something of the Scheme in operation during his forthcoming visit to Hong Kong.

Incidentally, the Minister assumes that
paragraph 93 of the present report will be omitted from the revised version which is being prepared for public consumption.

Lord Shepherd would like to send the Governor a short note setting out as much of the foregoing as you consider appropriate. I should be grateful for a draft.
