I attach the draft of a letter for Lord Shepherd to send to Sir David Trench in accordance with Mr. Godden's attached minute of 14 April.
As regards paragraph 2 of that minute, the Governor has told us that the edited version of the scheme will probably be laid on the table in Legislative Council sometime during this month and this may already have been done. In any event, I feel quite sure that there will be no need to make this particular point to the Governor.
