There is one field in which we should not and do not court publicity, and this concerns our relations and consultations with other departments when their policies or decisions are called in question. It is sufficient that it should be known to be part of our duty to bring to the attention of those responsible personal complaints, local considerations and public opinion as we see it. The responsibility has of course been in no sense shifted from the departments carrying the executive authority and we are careful not to give the impression that it has.
