to give an account of work in their Districts. The meetings are frank and informal and we have found this periodic examination of our work stimulating. Members of Council have shown great interest in the work and a most helpful willingness to participate in C.D.O. occasions.
THE URBAN COUNCIL
90. Urban Council Members have from time to time expressed the wish to co-operate with C.D.O.s. The most obvious field for this is through the Ward System and it is understood that the Council's ward boundaries will shortly be changed to conform with the C.D.O. boundaries. We did not follow the ward boundaries in the first instance because there are five wards on each side of the harbour, which is too far out of line with the distribution of the urban population. Meanwhile the C.D.O.s are co-operating with the ward Members who I think have no complaints in this respect.
91. In the Urban Council Annual Conventional Debate, 1968, in response to a suggestion to this effect, I extended a general invitation to Members to attend meetings which C.D.O.s have regularly with officials and local leaders in their Districts. It is too soon to say whether Members will all wish to participate.
92. Towards the end of 1968 the Hawker Policy Select Committee of the Urban Council requested me to set up District Hawker Consulta- tive Committees and an instruction to C.D.O.s to this effect was issued in December. The Committees will have no executive functions but should provide a useful forum in which officials and unofficials can meet to consider the many local aspects of hawker problems.
93. Individual Urban Council Members have in some cases been frequent visitors to City District Offices and the C.D.O.s have been helped by their participation in various local functions.
POLITICAL REPORTS AND EMERGENCY ARRANGEMENTS
94. The routine of political reporting consists in the collection of material for an up-to-date weekly note on matters attracting current public interest or giving rise to gossip. Monthly reports, which were originally envisaged, are not at present prepared. We are in the process of extending our coverage for these notes by arranging for C.D.O.s to attend at the end of certain routine staff meetings in other departments
