sustained increase in the number of callers both at the Public Enquiry counters and on C.D.O.s The shops are located in crowded places though we have kept clear of the most prestigious sites.
28. There seem to be lessons here for other departments. Blocks of offices such as those in magistracies are all very well for staff which is not in constant direct contact with the public, but small friendly looking shops well scattered in the crowded areas would do a great deal to show that the Government understands the importance of accessibility. The Education, Fire Services (Fire Prevention), Immigration (which already has one), Labour, Social Welfare and Urban Services Departments might well find benefit from a similar approach in some of their operations. We also believe that, in spite of the obvious operational difficulties, there might be advantage in having a dozen or more small Police reception shops where reports could be made. A considerable increase in the collection points for revenue seems desirable to us and this is a matter which is under discussion with the Accountant General.
29. The securing of these offices has, however, been the most difficult practical task under this heading. Only five offices are open at present, and although we can now almost see the way through to the end, there have been difficulties some of which I do not consider to be unavoidable. If other departments are to go into the shop-renting business it would be wise to re-examine the procedures.
30. The shops incorporate display windows and these have attracted a good deal of attention. The Information Services Department has helped with the displays but with only half the offices open we are already beginning to stretch their resources. This problem we should be able to overcome ourselves as we gain more experience. It has occurred to us, in dealing with our own problems, that there is scope for fuller presenta- tion of the government in other locations. Post Offices in particular offer great possibilities, and it seems likely that a survey of ground-floor usage in Government buildings might reveal possibilities which would be automatically exploited if the buildings were in commercial hands.
31. We asked for teleprinters on the Information Services Depart- ment's circuit to help C.D.O.s to become known as places where up-to- date accurate information was available. They are gradually being installed and in the few minor crises we have had they have been a considerable help. The availability first thing in the morning of the full text of releases issued over night is often useful. Departments housed in
