FOREWORD
This is a progress report made to the Governor one year after the City District Officer scheme was first announced on 24th January 1968. For publication I have added a passage about the purpose of the scheme and have cut out some housekeeping details that would be of little general interest. Otherwise, apart from a few verbal improvements, the report is published in its original form.
