As regards your marginal note against my minute of 22 September, I attach a draft letter to Mr. Roberts which is designed for your signature.

It would do no harm and might perhaps do some good | if we let Mr. Roberts have a copy of the record (at

(8)) which we took of our discussions with him. You may recall that he was handed at the meeting a copy of Sir Arthur Grattan-Bellew's minute at (4). The record has been checked and agreed with Sir Arthur Grattan-Bellew.

I have taken the opportunity to include in the draft an enquiry as to the stage reached over the Criminal Procedure (Amendment) (No. 2) Ordinance following the discussions which Sir Arthur Grattan- Bellew and I had with Mr. Roberts on 13 August. At those discussions the matter was left as stated by

Sir Arthur Grattan-Bellew in his minute of 13 August at (19) on HKK 14/9.
