Since
I have raised a number of fundamental and perhaps provocative questions which it may not be possible to resolve quickly. I thought it necessary to do so because the history of relations between this post and the Governor of Hong Kong has since 1967 not been happy. my arrival, I have done everything possible to mend the fences. In the interests of avoiding friction, I have been extremely restrained in commenting on certain Hong Kong decisions and have refrained on a number of occasions from any comment at all. But I should be doing less than I ought if I did not bring to your attention the uneasiness I feel about the way some matters are handled in Hong Kong and about the failure in communication and confidence which (despite the efforts of the Political Adviser) still seems to exist between us.
