Ineligible Trade Union Officials

I refer to our correspondence about the

Waterworks Trade Union officials (your letter of 5

August and my reply of 12 August). (14)

I, now enclose a paper produced in the Secretariat describing the position of the communist unions a week ago. Since then the Hong Kong Electric Co. Chinese Workers' Union has taken the first steps towards seeking permission to reduce the size of its committee and has decided to defer its Annual General Meeting until the end of December. It looks therefore as though the communist unions are doing their best to comply with our law though they certainly have some practical difficulties in finding individuals who are properly qualified and willing to serve. For the time being we propose to do no more than press them in that direction through the Registrar of Trade Unions.
