NOTES FOR SUPPLEMENTARIES
The legislation is not designed for dealing with emergencies. It strengthens and brings up to date the law relating to public order on lines to be found for the most part in legislation in other territories.

The only Emergency Regulations which have been incorporated in the Ordinance are those dealing with the offences of intimidation and intimidating assembly.

It is true that these particular provisions are based on Southern Ahodesian law, but it should be noted that the law
in question was enacted in 1960, that is, long before the unilateral declaration of independence in that country.
4. If the Member mentions specific sections of the Ordinance to illustrate the point made in his question, it can be stated that our consultations with the Governor cover provisions raising this general issue.
