All three have in the past expressed an interest in the Ordinance and many of the amendments proposed follow suggestions put forward by one or more of them. It is considered, therefore, to be desirable to give them a chance to comment on any amending Bill. Any comments of substance offered by them will be referred to Honourable Members before the Bill is published.

Honourable Members will be asked to advise whether the Fublic Order (Amendment) Bill 1969 should be introduced into the Legislative Council, subject to reconsideration of the Bill in the Executive Council, if any substantial points are raised by any of the three bodies mentioned in paragraph 23 above.
