When you have read Sir James McPetrie's minute of 22nd January (HKK 14/14) I think you will agree that we are able to approve the recommendation made on RC 204/81/021 that Mr. McMullin should be appointed to the vacancy for a Puisne Judge created by the death of Mr. Justice Creedon. Hong Kong has sent a telegram asking that we should signify approval by telegram, not only of this vacancy but of the consequential vacancy for District Judge, and I think we are also able to approve the recommenda- tion made on file RC 204/81/016 that Mr. W. S. Collier should be appointed. I therefore recommend that we
send the one telegram drafted below.

Sir James McPetrie asks that the papers should then re-circulate to him so that he can complete his consideration of the letter at (1) on file HKK 14/14. We shall then have to put those papers back to Lord Shepherd.
