I saw you in London on August 9th, 1968 on the matters raised in my letter to you of the 8th July, 1968. By a 6 page letter dated 26th September, 1968 I set out those points which I thought we had agreed on in principle. By letter dated 17th October, 1968 you stated that our discussions were "purely exploratory" and you undertook to put to the Governor the points I had raised with you. Since your last letter, mentioned above, I have not heard from you, or from the Governor, on any of the points that I raised with you.
By a 5 page letter dated 18th March, 1969 I again set out various problems which I felt needed immediate attention and in the last paragraph of that letter I indicated that I was prepared, should you think it would in any way assist in solving the problems I raised with you, to see you either in London or in Hong Kong for substantive, as distinct from "exploratory", talks.

I have been pressed by the Press, Television and Wireless Stations to give interviews on the outcome of my talks with you in London last August but I have, up till now, indicated that those talks were confidential. I am prepared to continue maintaining this attitude until the 9th August, 1969 after which I can give no assurance as to my attitude on this matter if no attempt is made to reply to the matters raised in my letters.
