Mr. Carter
In his letter at (27) Mr. Moreton asked that copies of the previous correspondence between Mr. de Basto and the Minister should be sent to the Governor as soon as the Minister's letter, now at (28), had issued.
2.
At his meeting with us on 27 June Mr. Moreton told us that the Governor had in fact accepted the idea of occasional appointments from the local Bar to the Bench. He was uncertain I think whether the Governor was going to record this in writing but pro- posed to remind him of the decision without sending him the previous correspondence.
