Foreign and Commonwealth Office, LONDON, S.W.1.

day dear fritur

21st July, 1969.

I

Many thanks for your letter of the 30th June. enclose, herewith, a copy of the relevant provision in The Colonial Office Model Penal Code, which has been provided by Denys Roberts.

He will be seeing you in London and I hope that it will be possible to resolve this matter.

Section 123, in its present form, was mainly intended, I think, to provide protection for the witness who, in triad or similar cases, had anxieties about his own safety or that of his family; for this purpose, although no wider than the provision enclosed with this letter, it may go further than is strictly necessary or appropriate.
