I attach a formal submission in respect of the proposal that Princess Alexandra might become honorary "Commandant General" of both Hong Kong Police Forces.
The Prime Minister has decided that, after receipt of formal agreement from Her Royal Highness, together with formal approval from Her Majesty The Queen that the Forces be accorded the title "Royal", the news should be released as soon as possible in reply to an arranged Parliamentary Question, co-ordinating arrangements with the Governor of Hong Kong so that a simultaneous announcement can be made there. Buckingham Palace have agreed that this should be done, and I trust that you similarly will have no objection.
