much emphasis on the events of 1967 and the Police role in relation to them. This is because we want to minimise the dangers of any untoward Chinese reaction to the announcement. The draft Question and Answer as framed does not mention the events of 1967, but of course there is always the danger that those event will be raised by way of Supplementaries.

I have not prepared a draft letter for our Private Office to send to the Prime Minister's Office since it would probably be better to do this when we have reached the stage of agreeing on the form of the Question and Answer and when we have obtained clearance from the Governor.
