Narrator: A surviving outpost of the British Empire. A policeman walks down a street in Hong Kong, a Chinaman moulded by a firm hand into a passable imitation of the honest British Bobby. Admittedly he carries a gun, but it's excusable, the natives are often restless around here. That's a romantic colonialist view of the 11,000 policemen of Hong Kong and their 500 British officers.
The truth appears to be otherwise. A former British Inspector in the Police Force has brought allegations to "World In Action" that policemen, including some British officers, are involved in widespread corruption. We don't have conclusive proof but after 5 weeks of enquiries we believe there's no doubt that the police have a case to
The ex. Inspector Alan Ellis. Interviewer: In your service with the police were you ever offered corruption money?

Mr. Ellis: Yes, twice. In the first station I went to, after I'd been there some 3 months, I was twice offered sums of 500 dollars which is about £30, and about half the official monthly salary, by a man employed in the station in the name of Senior Divisional Officer. (Music) Narrator: Hong Kong, the Chinese New Year. It would be hard to find one Chinese amongst the four million here, who believes the police are honest. They accept corruption like drug taking and over-crowded living conditions as part of everyday life. The Chinese communists, a few miles to the North, tolerate Hong Kong for its usefulness and while conditions remain as they are, it's hardly a threat to their system.
