Now that we have received formal approval from Buckingham Palace and from Kensington Palace for according the title "Royal" to the Hong Kong Police and Auxiliary Police Forces, and for Princess Alexandra to accept appointment as honorary Commandant General of the two Forces, we are in a position to proceed with the arrangements for the consequential announcement which is to be made by the Prime Minister in the form of an arranged oral Question to be put down by Lieutenant Commander Maydon, M.P.

(a) and (b) above have been cleared with the Governor, Mr. Moreton and Sir Arthur Galsworthy.

It is important that we should be told in good time by the Prime Minister's Office of the approved final form that the announcement is to take and of the date and time fixed for it to be made; we shall then have to tell the Governor, so that a simultaneous announcement can be made in Hong Kong. We have also been asked by Kensington Palace to keep them informed as to the date and contents of the announcement.

The recent Granada television film (to which reference is made in paragraph 3 of the draft back- ground note) may complicate the situation inasmuch as it may well give rise to hostile Supplementary Questions. A copy of the transcript of the film is attached. I have endeavoured to cover this eventuality in the Supplementary Notes.

Mr. Grubb of the Parliamentary Office has confirmed with the Table Office that there is no Parliamentary objection to the proposed format of the arranged Question.

The papers should, I suggest, be seen by Mr. Godden en route to the Private Office.
