Diplomatic Reports for the Barbados Government

I attach a copy of a letter from Mr. Crowson in Bridgetown asking for authority to pass several despatches to the Secretary of the Ministry of

External Affairs in Barbados.

2. Post asked whether it is permissible in principle for despatches about Commonwealth countries to be handed over. The policy agreed in July 1969 was "That Diplomatic Reports relating to the affairs of Commonwealth countries will not usually be made available to other Commonwealth countries, but Posts, particularly those in Australia and Canada and New Zealand, may ask for authority to give or show a particular Diplomatic Report to their host government." My initial impression is that the Ghana Despatch is not really suitable for passing, but that the Hong Kong one may possibly be useful. It does not seem to contain any very sensitive material but I shall be grateful for Mr. Gaminara's advice.
