4. Put in these terms, I think that the inherent contradiction in the declared long-term Communist

policy is perhaps not quite so much of a

contradiction and it is for this reason that I personally feel that any significant extension of Communist influence in education would in the longer

run be one of the biggest threats to our position in Hong Kong, and one of the most difficult to contain.
