Having lost their positions in the Rural Committee; they attempted, albeit
through underlings, to exert pressure on the population, particularly in
the Lin Ma Hang area, in an attempt to disrupt the elections and so forestall
the establishment of a new pro-Government Committee. This move was un-
successful, all the newly elected members being neutral or pro-Government,
including YIP Shing, the Lin Ma Hang right-wing Village Representative.
Since then relations between Lin Ma Hang and Cheung Meng have continued to
deteriorate.

In addition, in March 1968 it was decided, on political grounds,
at a Taipo District Security Meeting to improve amenities and in particular to implement a $88,000 H.K. irrigation scheme to reduce the villagers
dependance on their land in C.T. Since then the irrigation scheme, which
affects some 6 acres along the border road, has been completed and
$43,000 H.K. has been spent on two latrines, an incinerator and a play-
ground. Attention has also been paid to improving cleansing and medical
services, school outings and increased visits by the Army Information
Team to the village.

The village itself however, is not particularly a harmonious one.
It is divided into a number of Fongs which are invariably at odds with
each other. This antagonism manifests itself in elections of Village
Representatives, and in the management of the local school. These divisions
are also made worse by the differences in education between the young and
the older villagers. These local antagonisma can, therefore, confuse the
political alignment of the villagers at any time.
INCIDENTS OF 1968

On the 5th March a B.T. female farmer working in C.T. was approached
by a Chinese militia leader, LAU Fuk Choi, who told her that the Village Representatives of Lin Ma Hang were required to attend a meeting in Cheung Meng. On being passed this news both Village Representatives decided to refuse to comply. On the following day an official written message, allegedly signed by a C.C.A. officer named WONG of the Lin Tong C.T. Garrison (GR KV 084983) delivered by the hand of the same farmer and handed
by her to the Village Representatives, inviting them to attend a meeting. They again sent a verbal message back via the same lady refusing the invitation and fearing repercussions, left the village to live in Sheung Shui for a while. During the next few days the female farmers crossing the border were stopped by militia at the "International Bridge" and told to recite MAO slogans and to take part in the singing of revolutionary songs.
