Cass' letter of 6 October, 1967, to which Harte
refers in his letter to Gaminara of 17 October, 1967,
merely
would not, I am afraid, help you very much. It simply reasserts the general fruicple
relates to the fact that the Ministry of Defence
thewrites
expect to be reimbursed any extra costs which they
may incur as a result of predominately civil
(normally internal security) operations in dependant
territories.
