I am replying to your letter No. SCR 26/64 of 9 April about your discussions with the Command Secretary concerning charges raised by H.M. Government in respect of costs of various facilities provided by the Services in connection with the 1967

disturbances in the Colony.

Cass' letter of 6 October, 1967, to which Harte refers in

his letter to Gaminara of 17 October, 1967, would not, I am

afraid, help you very much. It merely reasserts the general principle that the Ministry of Defence expect their votes to be reimbursed any extra costs which they may incur as a result of predominantly civil (normally internal security) operations in dependent territories.

I hope that it will now be possible for you to complete your discussions with the local military authorities on this subject and we look forward to hearing further from you as soon

as possible.
