Dear Monson,
As you will know, when the Secretary of State for Defence was in Hong Kong on 25th June he had a discussion with the Governor, which, among other things, touched on financial arrangements relating to the Colony's Defence requirements attached (a copy of a record of the discussion was sent to your office).
In the course of this discussion the Governor suggested that the first step towards the negotiation of Hong Kong's defence contribution, after the present agreement expires in March 1971, should be for officials of the Hong Kong Government to work out a figure and try it on your office before putting it to the Executive Committee.
We think it will be desirable to follow up this initiative fairly promptly. I should be grateful, therefore, if you would arrange a meeting with us and the Treasury to consider how the matter should be handled, and for some preliminary discussion of what our objectives should be in the negotiations with Hong Kong. I shall be available next week or after 18th August.
