We have seen a report of your discussions with the Defence
Secretary on 25 June about negotiation of a new agreement covering
the defence contribution after March 1971 and noted your suggestion
that the first step in preparing for the negotiation might be for
your officials to work out a figure and try it out on us before any
approach is made to Executive Council.
We think that this is a very useful idea. It is being followed
up in consultation with the Ministry of Defence and Treasury and
Leslie Monson hopes to write to you soon after he returns from leave
towards the end of August, giving facts and figures about the size
and estimated coets of the post-1971 garrison which may assist your
officials in framing proposals.
