a possibility that queries may be raised when the
draft Order is submitted to higher authority, but
we are hoping that since the amendments proposed
are purely formal, we shall be able to get the new
Order made without any fuss and then keep it on
ice, unpublished, for use if and when it is
required.
I realise, of course, that there may be very
good reasons why the necessary drafting cannot or
should not be done in Hong Kong. For one thing,
your own legal staff may also have too much on
their hands; and you may feel that security con-
siderations in Hong Kong preclude the idea. In
addition, you may have points to raise on the Order
itself. If any such difficulties should arise, it
might perhaps be wise to defer the matter until
Denys Roberts comes over here next month. His
visit would provide a very convenient opportunity
for discussing any doubts or queries that you may
have.
