Hong Kong: Amendment of Requisitioning of
Ships Order 1955
It was I who suggested that Hong Kong should prepare the first draft. This would accord with normal practice for a colonial Order, particularly where some local knowledge was required. I made my suggestion without knowing exactly what was required and, having now seen the papers, 1 entirely agree that in this case we should do the first draft.
2.
Accordingly I attach a draft amending Order for your consideration, with spare copies (plus copies of the 1955 and 1958 Orders) so that you may send them to the Minis try of Defence and the Board of Trade for comment.
3. Under my draft, ships registered in southern Rhodesia would be exempt, but this seems to me not to matter, as it seems most unlikely that we might find any in Hong kong waters and want to requisition them.
4. I will revise the draft as necessary, in the light of any comments, then I suggest we send it to the Governor to comment.

P.S. After signing this minute it occurred to me that you may prefer to have an entirely new Order, revoking and replacing the two existing Orders. If so, this can easily be arranged.
