With reference to Mr. Rushford's minute at (21), the two draft Orders flagged A and B respectively behind (21) are now ready for processing for the Privy Council.

2. We are, I believe, too late for the Privy Council meeting scheduled for 22 October, but there is no urgency about this matter and it will be sufficient if the Orders are taken at the next sub- sequent meeting of the Council, the date of which I do not know.

3. I understand that a covering note is required for the Secretary of State and I attach the draft of such a note. The note has not been faired since I am not sure of the correct heading for it: perhaps any necessary amendments to the heading could be made in your office. The draft is otherwise ready for fairing.

4. You will see that there are three spare copies behind (21) of each of the two Orders.

5. Please let me know if you require anything further from this department.

I Love discussed with the Dixon of the Pring Conncil Office the procedure to be adopted in this He suggests that a letter should be sent from the Head of your department to Sir Godfrey Agnew, K. C.V.O., enclosing the drafts of the two Onders. These will not have to be printed & will be specially typed in the Privy Council Office.

He also

enggests that some explanation should be given for the need for the Onders so I think a copy of the note ofor the S. of S. would be appropriate (we usually send copies of such notes when asking the P. C. O. to submit draft Onders for the approval of the Queen in Council).

My only comment on the draft Onder at A is that, to conform with the 1955 Onder, should not the
