I have been advised by your Office that in view of the nature of the two draft Orders enclosed, they should be sent to you instead of being sent officially to the Lord President of the Council. A copy of the Note which has been prepared for the Secretary of State, outlining the reasons for the necessity to make the Orders, is also enclosed.

I should be grateful if arrangements could be made for the draft Orders to be suitably prepared and submitted to The Queen in Council at the next meeting on 28 November.
