(b) The Governor has reported further (our telegram No.649

and Hong Kong telegram No.760) that all members of

the group except Mr. Butler attended the discussions

with him and that subsequently they tried to persuade

Lord Blyton not to pursue the matter, possibly with

some success.

14. I suggest that these developments do not invalidate the

course of action already recommended. But additionally, if the

information that Lord Blyton will be in London today or tomorrow

proves to be correct, we might consider asking him whether he would

be available to see the Minister separately on Monday or Tuesday

since it now seems he may be the only member of the group who

needs to be persuaded of the dangers of bringing this matter into

the open.
