In 1966 the Soviet Delegation tabled a resolution (A/6399) seeking the elimination of foreign military bases in the countries of Asia, Africa and Latin America. This item was similar to the draft resolution put to the U.N. Disarmament Commission in May, 1965, which linked the elimination of military bases with the withdrawal of all foreign troops within their national frontiers. In introducing the item on that occasion, the Soviet Representative said that the Soviet Union was ready to withdraw its forces stationed abroad under the Warsaw Pact if the West would do the same.

2. The resolution was introduced in the First Committee by the Soviet Delegate who made a long and detailed attack on British and American bases. Little attempt was made to hide the fact that the proposal was primarily a vehicle for anti-western
