Concluded
Detachments to Hong Kong at a, c, d and e above should not be concurrent. Detachments a, b,
c, and d would be accompanied by transport
aircraft carrying supporting parties and equipment.
We envisage that these visits will be of about three days' duration. There would be no requirement to carry out any training flying, but maximum benefit from these visits could be gained if each detachment were to carry out a "flag showing tour of the Colony. The Governor's requirement for an occasional demonstration of a political deterrent would also be enhanced if the detachmentswere made the subject of carefully presented publicity through the medium of the local Press, radio and television.
Conclusions
9. We conclude that:
a.
There will be no opportunity to detach Phantom FG1s, Buccaneers, Nimrods, Lightnings, Harriers and Victor B/SŔ2s to Hong Kong during 1970/71.
b. Detachments of about three days' duration can be arranged for Vulcans, Phantom FGR2s (with tanker support) and Canberra PR7s during 1970. At least one detachment of Vulcans should be possible in 1971..
C.
Vulcan and Canberra Ranger aircraft can be routed through Kai Tak at an annual rate of up to three visits per type per year.
a. FEAF-based Shackletons should oontinue to visit Hong Kong until their final withdrawal.
e. Using this paper as a basis, Operations staffs within the AFD, HOSTC and HQFEAF should plan the visits in detail.
