no increase in global manpower.

AIM

6. To examine the feasibility of meeting the cost of the four

additional Whirlwind helicopters by making compensating savings

within the Hong Kong Garrison.

ACCEPTABLE SAVINGS IN HONG KONG GARRISON

7. A reduction of 28 men in the Hong Kong Garrison could be made

during the period 1969-mid 1970 and a further 27 in 1972. These re-

ductions would provide an annual saving of £6,000 budgetary and £26,000

overseas expenditure now, and a further £5,400 and £20,000 respectively

from 1972. A detailed breakdown of these savings is at Appendix 1.

FURTHER MEASURES TO ACHIEVE SAVINGS

8. We now examine further possible measures for meeting the balance

of the savings required, stating in each case the constraints and

penalties involved. Details of the savings that would be achieved

by these measures are at Appendix 2.

9.

Closing the Military Corrective Training Centre (MCTC). Service-

men in Hong Kong who are under sentence in excess of 28 days detention,

and some detainees in units without adequate guardroom facilities,

serve in the MCTC. The closing down of this Centre would, after

withdrawal from Singapore in 1971, result in these men having to be

flown to the UK to serve their sentence. This would not only offset

savings made by closing the MCTC, but would also result in a number

of administrative and morale problems.

Withdrawal of the Locating Troop, RA.

With the introduction

of the locating radar CYMBELINE in 1971/72, locating troops will be

an integral part of all light regiments, RA.
