There are problems to be solved concerning the organisation,
control and administration of the scheme.
2. We understand that the Hong Kong Government may ask
H.M.G. to provide an adviser on such matters. We shall of
course do our best to assist in what ways we can.
3. In Government and subsidized schools there is provision for
the remission of fees in whole or in part. Grants for text-
books and stationery are made to all holders of free places.
4. It is the Hong Kong Government's aim to provide by 1971
free or aided places in Government and subsidized primary
schools for all children who seek them.
