When you came to see me on the 6th February after your visit to Hong Kong you mentioned your opinion that there were weaknesses in the Colony's
Education Department and that there was a case for
sending someone out from this country to look into the administration of that department and its staffing
problems.
You will be interested to know that we have been
in correspondence with the Governor for some time now
about mounting an enquiry of this kind and, on the
strength of the advice of the educational advisers in
the ODM, hope shortly to suggest to the Governor the
names of people who might be entrusted with this task. You will appreciate that at this stage no firm decisions have been taken and that it would be premature for these intentions to become publicly known.
You handed me a letter on educational problems
addressed to you by the Rev. G. L. Speak, Headmaster of the Island School. I do not think you will expect
me to comment on this in detail, but you may be interested in the attached commentary prepared in my
department. <
