On his return from Hong Kong Mr. Anthony Royle, MP., had an interview with Lord Shepherd in which he raised inter alia certain
educational matters. Paragraph 2 of the record of that meeting on 6 February is relevant.
2. We have been in correspondence with the Governor for some time
about an enquiry into the organisation of the Education Department. Recently we passed to the Governor for his consideration
recommendations of the Educational Advisers as to suitable
educationalists from this country to conduct the enquiry; the
favoured candidate is Mr. Clark, Chief Education Officer of the City of Aberdeen, but we await the Governor's views. The gist of these developments could be made known to Mr. Royle in confidence.
3. Mr. Royle passed to Lord Shepherd a letter and memorandum he
had received in Hong Kong from the Reverend G. L. Speak, Principal
of a local school, which was critical of educational policy in
Hong Kong and of the Education Department. Mr. Moreton took a
copy of this with him to Hong Kong and discussed it with the
Governor. He has reported that in his view the Governor would be content if we disposed of Mr. Speak's letter without further
reference to him.
4. Both these matters could suitably be dealt with by a letter
from Lord Shepherd and I recommend Lord Shepherd writes in the
terms of the attached draft. The notes to be enclosed with the
letter were prepared in the department, making use of the Governor's comments on Mr. Speak's letter which are attached to Mr. Moreton's report.
