The position has not yet been reached where it is
possible to consider making primary education compulsory.
The declared aim of the Hong Kong Government is to provide
free primary education for all who desire it and the
immediate objective, which I expect to be attained by the
end of next year, is to extend as rapidly as possible the
number of places in Government and subsidised primary
schools so as to provide, for all children of
age who seek
