I am sorry that the attached note has taken such a long time to reach you but, alas, I am afraid there have been more important matters in the pipeline. You will note from paragraph 4 of my minute that Mr. Atkins suggested that there was a need for a specialist on technical education to visit Hong Kong. You ought to know that Lord Shepherd did not respond to this and that no undertaking has been given to Mr. Atkins that we would necessarily follow up his suggestion.
2. In regard to the note which I sent you the other day about the meeting with Mr. Royle and Mr. Bryant, you probably noted that Lord Shepherd undertook to write to Mr. Royle about the extension to Kai Tak Airport. He would be grateful if you could let him have a draft which I assume will be based on your note of 6 February, attached.
