I have handed to the Department a memorandum prepared for Executive Council outlining current proposals. During discussions with Lord Shepherd, the Governor and the Director of Education, it was stated that the Advisory Committee had not yet asked for additional funds. Lord Shepherd said he would investigate the possibility of contributing and stressed our economic difficulties and the aid ceiling. Before we left I asked Mr. Canning what help they would like from us. He fully understood the difficulties about providing any substantial sum of money. He said there was no help which they needed immediately but at a later stage it might be helpful if we could send Mr. Watts, the Adviser on Technical Education, and if we could give assistance with recruitment of staff.
