Thank you for your letter of the 4th July about technical education in Hong Kong.

Gordon Watts was able to visit Hong Kong briefly in March and very fortuitously this coincided with a meeting of the U.G.C. which was considering the proposal to set up a Polytechnic. Immediately after Lord Shepherd's visit, Mr. P. Y. Tang wrote to the Chairman of T.E.T.0.C. telling him that the Hong Kong Government had decided to set up a Polytechnic and that he had been appointed Chairman of the Planning Committee. He asked for T.E.T.0.C's. help in the form of general advice and with the search for staff.

When T.E.T.0.C. met on the 2nd July it responded gladly to this request and in fact a special group is being set up that will meet Tang when he comes to London in September with Bailey, the Secretary of the U.G.C. and who has been appointed Secretary of the Planning Committee. I think this is more likely to lead to visits to Hong Kong by members of T.E.T.0.C. than by one of our Technical Education Advisers but thank you for the warning that the Hong Kong Education Dept. may suggest a further visit by Watts.
