example civic halls and cinemas, would be adequate in giving youth appropriate outlets. He thought that perhaps if apprenticeship and training centres were set up in the same areas this might help relieve the problem. He wondered also whether an organisation along the lines of the TDC could be set up for industry; and whether there was not a case for such an organisation imposing a levy on industry for the provision of additional training facilities. He would also like to see what could be done to improve internal training within firms.
12. Mr. P.Y. Tang said that it must be recognised that the Hong Kong economy depends on exports and that exports depend on industry. Why should industrialists alone pay th levy? In his view it was the duty of Government and industry jointly to deal with the problem.
13. Lord Shepherd said that he had proposed the idea of a levy simply because of certain deficiencies in the Hong Kon income tax system.
14. Dr. Chung said that he supported what Mr. P.Y. Tang had said. He accepted that everything possible should be done to improve apprenticeship and training centres. The cost of living in Hong Kong was rising and the Colony's competitiveness was likely to be erroded over the next decade. There was, therefore, a clear need to improve skil if the industry of the Colony was to survive. But it was a problem for Hong Kong as a whole and not for local indust alone to attempt to solve.
15. Summing up, Lord Shepherd said that it seemed that there was unanimous agreement that something further should be done in the field of technical education. The cost of these improvements might come out of general revenue or from a cess on industry. This was for Hong Kong to decide The only additional point he would make was that from what he had seen recently in other countries, particularly in Thailand and Singapore, he believed that Hong Kong would have to adapt very quickly in order to remain competitive. This could only be achieved by the provision of further training to improve labour skills in Hong Kong.
