The Polytechnic's net requirement for capital and recurrent finance will have to be provided by Goverment out of funds voted by Legislative Council.

It is suggested that:
(a) in the initial stages the Polytechnic should produce each year a
three to five-year plan in support of the application for authorisa- tion of funds for the ensuing year;
(b)

the annual budget must include estimates of income from fees and charges and the three to five-year plan should include similar estimates and proposals for scales of fees and charges.
Because the Polytechnic will be maintained by Government funds it will be necessary to ensure that building standards, equipment, scales of pay, terms of service etc. should be acceptable to Government.

The field of high level vocational education is difficult and complex: and it will be particularly important to obtain continuing and informed overseas advice.

There should therefore be arrangements for an advisory panel of overseas members.
General and Supporting Services

In the interests of economy and of rapid development it is desirable that the Polytechnic should make use of all services, Government or otherwise, which may be available in Hong Kong.

It is suggested that:
(a) The Polytechnic administrative services must be provided as economically
as is practicable: and wherever appropriate should make use of Government services subject to negotiation with the department concerned;
(b) as far as possible such Government services should be on a repayment
basis.

The one point which was not unanimously agreed was a sentence which read "The Polytechnic should be empowered to employ its own staff: but they must be on scales of pay and terms of service agreed by Government".
