POLYTECHNIC PLANNING COMMITTEE
General principles and their application
The Polytechnie Planning Committee has agreed general
principles and their application, which provide a foundation on which the Polytechnic can be built. With the exception of one point relating to fornal powers the whole has been unanimously agreed by the Committee. The one point is dealt with at the end.
Preamble

There is a need to provide outside the Universities facilities for post-secondary vocational education up to the standard of a pass degree. This calls for a tertiary level institution (that is to say, one wholly post-secondary in character) granting qualifications at a variety of advanced levels and with a variety of attendance periods and patterns. There should be people on various courses of higher education, some of which will be the equivalent of pass degree courses, as well as people on diploma, certificate or similar courses.

Because it is post-secondary, working to a pass degree level, the Polytechnic field of training and education is not an inappropriate one for a quasi-independent organisation.

The Polytechnic must be closely associated with commerce and industry and with the Education Department.

It is suggested that:
(a) The Polytechnic Board should consist of one-third representatives of
Government, one-third of commerce and industry and one-third representa- tives of other community interests including the Universities. It should consist of 9 to 12 persons appointed by the Governor.
the officials should be the Director of Education;
(b) in order to ensure co-ordination there should be a formal requirement for Education Department and other appropriate Government departments and the Universities to be represented at below Board level, for example on –
(1) Subject Advisory Panels;
(ii)
(iii)
Admissions Committee;
Diplomas and Certificates Committee;
(iv) Academic Appointments Committee.
(c) Commerce and Industry should be similarly represented as in (b).
