Finally, it was stressed that for effective development a great deal more was needed in the way of "dialogue" i.e. of continuing private and public discussion on the issues involved. This was not a matter of a few extra handouts or press releases but of stimulating a range of activities and different approaches, of trying persistently to look more systematically not only at commerce and industry and their problems but at other peoples' experience of those problems.
