decision to prosecute, much would depend in my view on the frequency

and length of the visits and, of course, it would be preferable if

in addition there was some other direct evidence that the purpose

of his visits was illegal.

4. I think that paragraph 7 should be deleted. As an item for

discussion something along the following lines might be added:

(e) "What is the strength of the evidence that the purpose of his visits to the school are illegal and cannot reasonably be passed off as related to his interests as owner of the

premises? The frequency of such visits could be an indication but other evidence of a more positive and

conclusive nature would seem desirable before legal action is considered necessary.
