SECRET

21

Far Eastern Department,

4 June, 1969.

Would you please refer to John Moreton's letter of 20 May to you about the case of Wang, the former Headmaster of the Chung Hua School.

2. I enclose a copy of the brief prepared by Hong Kong Department for Lord Shepherd during his visit in Hong Kong. As you can see, the brief recommends that the Governor should be urged to proceed less precipitately than was envisaged in Hong Kong telegram no. 328 of 26 April. I think you will agree that the

line recommended follows closely the sense of your letter of 6 May to John Moreton.

3. As far as I am aware, Wang has still not returned to Hong Kong but it would be interesting to see how he behaves when he does so. Apparently Wang's colleagues consider him difficult and stubborn and hard to discipline.
